The Ebony Alert Initiative in Washington State

The Ebony Alert Initiative was first formally recommended as a Washington State policy response in the state-commissioned report, Impacts of the Commercial Sex Industry on Black and African American Communities in Washington State (2024), commonly referred to as the RISE report: authored by Jasmine Conway, M.A., and commissioned by the Washington State Department of Commerce.
This survivor-led research centered the lived experiences of Black women and survivors of commercial sexual exploitation. It produced Washington’s first state-commissioned policy recommendation for a culturally specific alert system to address the disproportionate number of Black missing persons.
